So far i found one way to consistently to get it working but it's more for new installation of MAC but I got a new problem 1) create a new admin user and logoff your current user 2) log in with new admin user and delete your previous user and make sure to check delete user directory 3) create the original user again and log back in using this original user 4) now you'll login like a fresh account without any previous settings 5) try to install chrome and remote desktop. This should work.
